Biographical / Historical

Saginaw Neighborhood Council was conceived to be a “bridge a torn city”, so that neighborhoods would be more knowable. Urban villages would bring city government to the neighborhood level where specific to those neighborhoods could be addressed. Eventually the council disbanded because of tension amongst leaders.
